CSRBOX’s latest report finds a significant gap between the funds collected under District Mineral Foundations (DMFs) and the resources reaching communities through completed and utilised projects. Based on official data across 612 districts in 23 states, the analysis finds that ₹1,08,219 crore has been collected under DMFs since 2015, of which approximately ₹57,382 crore has been utilised, leaving ₹50,838 crore yet to be utilised.
The findings suggest that the challenge is not simply the availability of funds, but the capacity to plan, approve, implement, monitor and sustain projects effectively. The report therefore explores how CSR can catalyse, rather than replace, DMF resources by supporting gaps in planning, implementation, operations, monitoring and innovation, with a focus on ensuring that existing public resources translate into meaningful outcomes for mining-affected communities.
