Project Description

To contribute to improve the quality of life of vulnerable population including people with disabilities by reducing their vulnerability arising due to chronic conflict in the targeted areas through provision of community and institutional based rehabilitation services, capacity building and networking with government and non-government stakeholders.  The project intends to increase quality services and entitlements for persons with disabilities and at risk of developing disabilities in remote/ conflict affected areas. There are few basic or specialised curative and Rehabilitation services provided by the government. There was a need to further strengthen and extend the services. The intervention is being carried out in the villages and districts of the erstwhile state of Jammu and Kashmir and in the following districts such as Kupwara, Baramulla, Rajouri, Poonch and 150 villages. The strategy is to deliver a quality Physical rehabilitation service (rehabilitation therapy, provision of aids and appliances, care givers training, prosthesis and orthosis and referral for other service provision and sensitization). The target beneficiaries are “persons with disabilities”, teachers, Asha/Anganwadi workers , whereas indirect beneficiaries include caregivers and family, other staff and other collegue. The number of persons with disabilities is projected as 9500, teachers projected number 200 and Asha/Anganwadi workers 600 whereas indirect beneficiaries include caregiver and family whose projected number stands at 47500, other staff 1600 and other collegues 1200.The proposed action envisages to contribute for the improvement of the quality of life of people with disabilities through provision of quality services and referral to people with disabilities with special attention to those who have developed disability due to the conflict situation.


Objective

To contribute to achieve equal participation of person with disabilities and at risk of developing disabilities through enhancing access to services and rights in conflict affected areas of Jammu & Kashmir.


Purpose

To increase access to quality physical rehabilitation services and entitlements for persons with d isabilities and at risk of developing disabilities in remote/ conflict affected areas of Jammu and Kashmir

 

Activities

Deliver a quality physical rehabilitation service (rehabilitation therapy, provision of aids and appliances,care givers training, prosthesis and orthosis and referral for other service provision andsensitization). Enhance capacity of medical doctors of primary and secondary level health facilities on early identification, prevention and referral of people with disability Existing Plan of action for RMS is updated and adapted in PRC Ganderbal to support quality rehabilitation and other health services in line with relevant standards. Improve outdoor and indoor accessibility for people with physical disabilities through provision of 20 individual house modifications. Organize community awareness program on different disability issues importance of physical rehabilitation services, rights and entitlements. Organize 3 inclusive sports and cultural events for people with disabilities especially conflict affected.

The government persists in recognizing the status of the local partners as not-for profit and non-political organizations and keep allowing project

 

Results

Vulnerable populations, including people with disabilities, living in isolated and conflict affected areas have improved access to physical rehabilitation services as well as improved knowledge on rights and entitlements leading to increased participation and inclusion.

 

Sustainability local

Services Provided to people will be taken by district hospitals under different schemes like NCD, RBSK NRHM, and SSA etc. as soon as the project is completed by a provision of advocacy initiatives.

Special Features of Project

9500 beneficiaries received rehabilitation services in the project target areas.
70% of project beneficiaries (only persons with disabilities and/ their parents) accessed information about existing rights and entitlements.
60% beneficiaries received physical rehabilitation services at Physical Rehab Centre showed functional improvement in area of mobility and self-care.
70% of beneficiaries are satisfied with quality of physical rehabilitation services received at PRC, and CBR
1000 new people with disabilities and persons with potential disabling situations will receive comprehensive physical rehabilitation services through PRC and community outreach Programme.
900 new assistive devices (such as wheel chair, tricycle, crutch, toilet chair etc.) will deliver and repair to increase mobility and community participation.
132 beneficiaries will receive P&O Services.
65 governments and non-government staff are oriented on early identification,
prevention of disability,
50 medical professionals trained on importance of prevention, early intervention focusing on common pediatric neurological and congenital orthopedics  abnormalities and referral
