In 2014 PAF piloted a project on Faecal Sludge Management in Dhenkanal and Angul cities of Odisha.  It initiated the project when the state was mostly dealing with sewerage system to manage the seepages. PAF initiated the possibilities of a decentralized and low cost FSM system for the state.

• Municipal driven, hence a sense of ownership is created
• Participatory; we develop participatory city sanitation plan with a  bottom to top approach projecting the growth for 30 years
• Low cost and decentralized. The FSTP is cost effective in comparison to sewerage lines and mechanical STPs and it is very much decentralized. A city can have multiple FSTPs if required
• Zero Energy based; the FSTP works with zero energy with gravity flow
• Techno savvy;  we track the movement of the cesspool vehicle thru GPRS system, ensures electronic payment system, organize call centres to place request for mechanical emptying the septic tanks
• Demand based; We create community level demands thru innovative IEC, involve the community in the process
• Facilitating capacity building at different level; we build the capacity of municipal workers, service provides and the group which looks after O&M of the FSTP
• Community driven; we organize community level committees and build their capacities and these facilitate the processes
• Enabling to bring out required policy level changes for a better services and outcomes
• Poor friendly; thru policy we ensures lower tariff for the poor and vulnerable people
