Mastercard’s CSR Drive Boosts Digital Readiness of Over 3 Lakh Small Enterprises Across India
Micro and small enterprises (MSEs) play a critical role in India’s economic ecosystem, contributing significantly to employment generation, local value chains, and grassroots entrepreneurship. Despite their importance, a large segment of these enterprises continues to operate with limited digital adoption.
Barriers such as lack of awareness, inadequate digital skills, low access to affordable technology, and challenges in formalisation often restrict their ability to scale operations, improve efficiency, and compete in increasingly digital markets. These constraints not only affect individual businesses but also limit the broader potential of the MSME sector to drive inclusive economic growth.
To address these challenges, Digital Saksham, a Mastercard Strive program implemented by the Confederation of Indian Industry (CII), was launched to enable Indian small businesses to participate effectively in the digital economy.
Supported by the Mastercard Center for Inclusive Growth, the initiative was designed as a large-scale, collaborative effort to equip entrepreneurs with practical digital tools, skills, and pathways to formalisation. By focusing on adoption rather than awareness alone, Digital Saksham aimed to create measurable business outcomes and long-term resilience for India’s micro and small enterprises.
Enabling Digital Access at Scale
One of the defining strengths of Digital Saksham has been its ability to operate at scale while remaining relevant to diverse business contexts. India’s MSE landscape is highly fragmented, spanning urban clusters, semi-urban markets, industrial hubs, and remote regions.
Many enterprises operate informally and rely on traditional business practices, making the digital transition a complex process rather than a one-time intervention.
Digital Saksham addressed this challenge by leveraging CII’s extensive nationwide network to reach enterprises across sectors and geographies. The program engaged with entrepreneurs through structured outreach, awareness sessions, and on-ground engagement, ensuring that digital adoption was contextual and practical.
Rather than promoting generic solutions, the initiative introduced businesses to tools that directly addressed their operational pain points, such as digital payments, online presence, inventory management, and customer engagement platforms.
As a result, the program reached 304,623 enterprises across India, creating one of the largest coordinated efforts to drive MSME digitisation in the country. Importantly, this scale was not limited to outreach alone. More than 51,455 businesses successfully adopted digital technologies, reflecting a shift from interest to action. This transition marked a crucial step in embedding digital practices into everyday business operations.
Building Capabilities for Market Expansion
Digital adoption, when implemented effectively, has the potential to unlock new markets and growth opportunities for small businesses. Recognising this, Digital Saksham placed strong emphasis on capability-building, enabling enterprises to move beyond basic digitisation and use technology as a growth lever.
Participating businesses were supported in understanding and using social media platforms, digital marketing tools, and e-commerce channels to expand their reach. For many MSEs, especially those operating in local or regional markets, digital platforms opened access to customers beyond traditional geographic boundaries.
Entrepreneurs learned how to showcase products online, engage directly with customers, and build brand visibility without the high costs typically associated with conventional marketing.
The initiative also helped businesses improve operational efficiency by adopting digital workflows. Processes such as order management, communication with suppliers, and customer follow-ups became faster and more transparent. This shift not only reduced manual effort but also allowed entrepreneurs to focus more on strategic aspects of their business, including product quality, customer experience, and growth planning.
Across different regions, Digital Saksham enabled traditional enterprises to evolve into tech-enabled ventures. From manufacturing clusters and service providers to small traders and artisans, businesses began to integrate digital tools in ways that aligned with their specific needs. This capability-building approach ensured that digital adoption translated into tangible business value rather than remaining a superficial change.
Driving Formalisation and Financial Inclusion

Another critical barrier faced by India’s micro and small enterprises is limited access to formal financial systems. Informal operations, cash-based transactions, and a lack of documentation often restrict businesses from accessing credit, government schemes, and institutional support. Digital Saksham addressed this challenge by linking digital adoption with formalisation and financial inclusion.
The program encouraged enterprises to adopt digital payment systems, helping them reduce dependency on cash and improve transaction transparency. Digital payments not only enhanced efficiency but also created verifiable financial records, which are essential for building creditworthiness. Additionally, businesses were supported in understanding the benefits of GST registration and digital compliance.
The outcomes of this approach were significant. Nearly 50% of surveyed MSEs that registered for GST reported approximately 15% additional income, driven by improved access to credit, reduced payment delays, and enhanced business credibility.
Formalisation also strengthened relationships across supply chains, as digitally enabled and compliant businesses were better positioned to work with larger enterprises and institutional buyers.
By integrating digital tools with formal financial practices, Digital Saksham helped create a more resilient foundation for small businesses. Enterprises were not only able to stabilise cash flows but also gain greater visibility and trust within the broader economic ecosystem.
Impact Created
The impact of Digital Saksham is reflected in both its scale and tangible outcomes, demonstrating how structured digital interventions can deliver measurable results within a short timeframe. The initiative reached 304,623 enterprises across India, cutting across diverse sectors and regions, and enabled 51,455 businesses to adopt digital technologies, marking a clear transition from awareness to active implementation.
Among the surveyed MSEs, 15 percent reported sales growth of more than 10 percent, highlighting improvements in market access, visibility, and operational efficiency driven by digital adoption. Additionally, nearly half of the MSEs that registered for GST reported around 15 percent additional income, supported by better access to credit, reduced payment delays, and enhanced business credibility.
Most participating businesses began experiencing measurable benefits within one to three months of adopting digital tools, underlining the speed at which digital transformation can translate into real business gains when backed by targeted guidance and ecosystem collaboration.
Beyond these quantitative outcomes, Digital Saksham also strengthened entrepreneurial confidence, helping business owners perceive digital tools not as complex or inaccessible technologies, but as practical enablers of sustainable growth and resilience.
Way Forward
Building on its current momentum, Digital Saksham is aligned with a long-term vision of enabling 500,000 Indian small businesses to participate in the digital economy by 2026. As digital maturity within the MSME sector increases, the initiative aims to evolve its focus from foundational digitisation to advanced capability-building.
Future efforts are expected to integrate advanced technologies such as artificial intelligence and emerging DigiTech solutions, helping enterprises optimise operations, gain deeper market insights, and improve decision-making. By equipping MSMEs with future-ready capabilities, the program seeks to ensure that small businesses remain competitive in a rapidly evolving digital landscape.
At a broader level, Digital Saksham demonstrates the impact of collaborative, ecosystem-driven approaches to MSME development. By aligning industry outreach, global expertise, and inclusive growth objectives, the initiative contributes to building a more resilient, digitally empowered MSME sector.
