Challenge:
The precarious nature of employment, daily wage earnings, lack of critical documentation and unawareness around government schemes are a few hurdles that prevent construction workers from applying for welfare schemes and relief measures that they are entitled to. Of the 60 million construction workers in India today, only 35 million are registered under the labour welfare board (BOCW registration). A registration under the welfare board can bring them under a social security net by providing access to a host of schemes that are designed specifically for the welfare of this target group.
The Haqdarshak solution:
Under this program, at Haqdarshak, they are working to educate construction workers about and connect them with their eligible welfare schemes [including registration with the BOCW board, health and BOCW schemes, ration and DBT schemes].
Objective:
- The objective is to provide a safety net to construction workers by supporting them to access relevant
- social security schemes and documents based on their eligibility criteria.
Outcomes:
- Worker well-being - Improved social and financial security for the construction workers through the unlocking of various schemes.
- Awareness on entitlements - Workers become aware of their entitlements and apply for them. More members of the community enquire about entitlements which in turn strengthens governance.
- High Return On Investment - Many schemes provide long term benefits to the citizens. They ensure a minimum 3-4X return on investment through a dynamic program design built to ease access to welfare.
