Haqdarshak

HESPL has a multi-state, multilingual mobile app that has a comprehensive database of over 7000 central and state-level welfare programs for citizens and MSMEs. They have summarized these into easy-to-understand text, a standard structure that helps understand the benefits and application process, and also made it available in 10+ Indian languages.

This app enables the identification of eligible government welfare programs based on citizen information. They have an assisted-tech model wherein this app is used by field agents as entrepreneurs (known as Haqdarshaks) to improve the entitlement uptake in the community while earning a livelihood in this process. Impact at Haqdarshak is sector-agnostic. From creating livelihoods for rural entrepreneurs [ mostly women] to ensuring the excluded are linked to basic social security benefits, our assisted-tech model is designed to amplify impact. When their beneficiaries express satisfaction in lieu of their services, it pushes them to charge ahead in spite of all adversities and come up with innovative solutions. Here are a few things that set them apart:

• Haqdarshak is the first Indian social enterprise to digitize welfare schemes on a single platform for individual citizens and MSMEs. The possibility to create a single comprehensive repository of welfare schemes with eligibility rules and information that can serve as a single stop for all. Such a repository of citizen data can be used for various predictions and trends without compromising privacy
• At present, there is no such repository provided either by the government or by any private entity
• A mobile app that promotes an entrepreneurship model, ensures scale, sustainability and enhanced reach of information and awareness, especially to the rural areas. This impact is across all important social welfare parameters – employment, health, financial inclusion, education, etc.
• Development of various support channels such as helpline, chatbot and SMS to reach out to the last mile. 
• Use of all the collected information towards advisory and advocacy to better determine and define welfare programs that are effective.
• A multilingual citizen-focused app through which anyone in India owning a smartphone can learn about eligible government welfare programs and receive support.
• Citizen grievance redressed by the trained cadre to support citizens through the entire application cycle.

Haqdarshak is a tech platform for the doorstep delivery of welfare services. This is done through a mobile and web SAAS platform for corporate partners complemented by a training platform used by community women entrepreneurs. Over the last 5 years, they have trained over 10,000+ field agents who have collectively reached out to over 1,000,000 citizens and 10,000 MSMEs educating them about eligible welfare programs help and channelizing over Rs 500 crore ($60 million+) worth of government welfare.  They are currently operational in 21 states/ union territories across India. 

Haqdarshak ensures at least 4X return on investment through a dynamic program design built to ease access to welfare entitlements for marginalized communities. During this process, they also generate livelihoods for community-based entrepreneurs. The corporate partner has access to a real-time database that shows the project progress.  All information is added to their technology platform which can be viewed by the corporate partners for transparency. They only raise an invoice upon successful completion of the deliverables.
